我最近走訪了印尼椰加达。这是一个奇妙的旅程。奇妙的不是椰加达，而是与我一起的那一伙人。他们是来自亚洲各国美术馆及画廊的主管，包括了中国，印尼，泰国，日本，新加玻及马来西亚代表。我代表了梹州博物馆及画廊出席亚州级的主管联席会议。
我与中国，印尼及新加坡代表同席交流时，我才自觉我的三语能力是个强大的财富。中国美术馆代表只懂中文，以中文发言，旁边坐着一位年轻的北京外语学院畢业的翻译员，即席翻译中英文。印尼代表以印度尼西亚语发言，並由坐在一旁的印尼万隆工艺学院畢业的年轻翻译员翻译成英语。新加坡代表以英语发言。
我儼然成了全场唯一可打通溝通桥梁，以中英巫三语与來自中国，印尼及新加玻代表互相溝通。我也成了他们之中的翻译員。
在这之前，我对于我的三语能力没有特别的感觉。这是因为我的同学，同僚及同輩都能以流利的应用三语。当然他们之中，有的只能说，无法写或只掌握基本语言而无法做更深層的文化交流。
我说这是个奇妙的旅程因为我验证了华社建国以來鼓吹三语学习的路缐是完全正確的。
马來文与印度尼西亚文是同宗的，可通用于整个东南亚的马來群島。我读得懂有名的《罗盤日报》（Kompas) 因为有八成与马來文相似。
我的中文正规教育是唸到高中三。当年考高中华文科还拿到特優。后来我通过持续的阅读以及书写，有足夠的程度和中国人做更深層的文化交流。我可以中国美术馆主管谈齐白石，何香凝，徐悲鸿或者是现代的艾未未。
英文是国际工作语言，我常年阅读及应用，泡读电脑及法律书籍，与老外谈不上莎士比亚，但谈谈肯尼迪及一般课题还是应付自如。
新加坡资政李光耀所著《李光耀：我一生的挑战～新加坡双语之路》 有写下他的观察。原来2004年12月发生印度洋大海嘯时,新加坡人到亚齐赈灾，印尼軍人用印尼语向新加坡拯救队汇报情况时，只有少数新加坡武装部队军官听得懂，大部分的兵士有如鴨子听雷。那次经验后，新加坡调整语文政策，致力使10%到15%的非马來族新加坡学生能讲马來语。
当然我对于新加坡的语文政策有所保留。他们以英文为主，中文为輔。特别是中文教育以口语为主要目的。我認为语文掌握能力包含了书写及文化傳承同等重要。
我最近也在梹州小贩联合会会所耀才堂发表了言论警惕大马华社50年來的语文政策变化，我说华文教学节节败退，在有些地方什至底缐不保。
我说自60年代华文中学改制后，当初是三分之一使用华文教学,但50年后的今天只有一小部分的国民型中学还保持了每周五節及以上的华文科。东马及西马东海岸的大部分改制华文国民型中学每周华文科节数少过五節。有者尤如虛设只有三节也面对了没有华文师资问题。这等于失去了60年代国民型中学高中必修必考华文的特性及傳统。所以我说底線不保。
我在赴印尼等待班机起飞的一个小时空档，以IPad 写了一篇四百字的中文稿《梹柔壁画命运不同，執政思維不同》，即时刊登在《当今大马》。
我庆幸前人的捍卫母语教育，走三语路線，能使我这一代还可以以中文书写想法，谈更深層的文化傳统。我绝对赞同掌握三语是同等重要，这不只是语文掌握能力，也得培养跨文化敏感意识及跨文化適应能力，与外国人谈天气以外的更深層交流。

民主行动党武吉牛汝莪国会联委会日前于梹州民主行动黨总部召开2013常年大会改选，原任主席阿依淡州议员黄汉伟及原任副主席壟尾州议员杨顺兴在没有任何竞争之下蝉联主席及副主席
会议议长是槟州民主行动党组织秘书郑雨周並由州副主席嘉日星代表州委出席。
主席黄汉伟在会议上感谢党员们在过去一年来的合作与支持，使得很多活动可以成功进行。同时， 党员们也在第十三届 大选给于全面性的协助，使得武吉牛汝莪国会选区及其下3个州选区获得辉煌成绩，槟州选民对该党充满信心而再次夺得州政权。
当天的国会联委改选所有職位没有竞爭，所有角逐相关职位者皆不战而勝。会议在一片和睦气氛之下结束。

THE Penang State Museum Board is calling all non-governmental organisations (NGOs), clubs and societies to uncover more history of Penang.
Its chairman Wong Hon Wai said the board welcomes all parties to give their ideas for the celebration of peace in 2015.
“Several countries will be celebrating the 70th anniversary of peace since World War II ended in 1945.
“The board would like to also use this opportunity to explore more about the history in Penang and to raise awareness among the people,” he said after opening the ‘Peace Night’ celebration at the Penang Overseas Chinese Anti-Japanese War Memorial near the Air Itam roundabout in Air Itam, Penang, on Sunday.
Wong said the board would also like to work with Penang Heritage Trust (PHT) on possible exhibition, publication or events which involved the history of Penang.
“Penang is filled with interesting historical places of interest such as the Russian memorial in Pulau Jerejak and the Penang War Museum in Batu Maung.”
At the ‘Peace Night’ celebration, he said the 14.9m Penang Overseas Chinese Anti-Japanese War Memorial obelisk inaugurated on Nov 11 in 1951 is believed to be the tallest in the world.
“There are only four of such obelisks in the world, there’s one in Kuala Lumpur (in the Guang Dong cemetery) built in 1947, and two more in China’s Yunan Province built in the 1980s.”
Also present was SJK (C) Kong Min Pusat board of trustee chairman Datuk Chuang Keng Kung.
The monument, under the management of the school’s board of trustees, is a memorial for the Chinese community in Penang who died in the Japanese Occupation of Malaya during World War II.
The memorial was originally built by the Penang China Relief Fund, a Penang-based fund raising organisation.
After the organisation disbanded in 1952, the responsibility of managing the memorial was passed on to the school board.
Penang Chief Minister Lim Guan Eng, who attended the annual memorial service held yesterday, said the monument had become a popular attraction compared to previous years.
“The number of tourists stopping by the memorial while on their way to Penang Hill is increasing.
“Penang Hill is more attractive but those interested in the memorial will come,” he said.

Ng Get Hee's home is just a few steps to the beach, where he
likes to go fishing with his son Jackson.
Often, they stop to say hi to their neighbours. Theirs is a close-knit community; their homes in Teluk Air Tawar - Freshwater Bay in Malay - are shaded by casuarina trees and cooled by the sea breeze from the Strait of Malacca.
But this is no luxury seafront neighbourhood.
Ng's is one of 37 families who live in cramped six-metre- long shipping containers.
The containers were supposed to house them while their low- cost flats were being built, but the developer ran out of money in the 1997-1998 economic crisis.
Seventeen years later, they are still there.
"It's too cramped but how to move? (We have) no money," Ng, 54, told The Straits Times, with an air of resignation.
Teluk Air Tawar, Penang, may be an extreme case, but abandoned or delayed projects are common in Malaysia.
One in 10 housing developments are abandoned because developers, who sell their units before building them, either do not make enough sales, or take the deposit and use the cash for other failing projects.
Now the government is trying to finish many of these projects, either by bringing in a "white knight" developer, or other means of private financing.
On October 8, housing minister Abdul Rahman Dahlan told the Malaysian Parliament that 132 of 187 abandoned housing projects around Malaysia have been revived or completed as of August 31, while 44 projects are in negotiations.
Still, Chang Kim Loong, secretary-general of the National House Buyers Association, says many more projects are on the verge of being abandoned, and called for tougher penalties for wayward developers.
The Teluk Air Tawar families have lived here on the mainland side of Penang since pre-Independence days. Most are second- generation Teochew Chinese.
In 1997, a developer - Blue Wagon - bought the land from the government to build condominiums and terraced houses as well as cheap flats.
In exchange for giving up his family's two wooden homes, Ng signed an agreement for three 600-sq-ft flats worth 25,000 ringgit (US$7,915).
The developer brought in four rows of containers as "transit houses" for three years while the flats were being raised.
But the regional financial crisis hit and Blue Wagon ran out of money. Teluk Air Tawar has languished since.
Ng said they were too poor to sue the developer. Over time, he said, they just became used to living in the containers.
Permas, a non-governmental organisation which helps people move out of transit houses, estimates that 8,000 Malaysians displaced by development live in similar shacks, while waiting for the low-cost housing that is promised to them.
Some 90 per cent of these displaced folk are in Selangor and Kuala Lumpur, where most of Malaysia's rapid development in the 1980s and 1990s occurred. Often, they wait years for their replacement houses.
"But I have never heard of people, families living inside shipping containers for so long!" said Tan Jo Hann, head of Permas.

Ng, a part-time contractor, shares a room the size of a sedan with his wife and school-going daughter. His mother lives in a similar-sized room while his two older boys, both factory workers, live in a third room.
A rough concrete partition shields the common bath area. The family eat and watch Chinese dramas in a space the size of a van. On the walls are photos of the children, and sports medals.
At night, the tin shed becomes a oven without air-conditioning. When it rains, some containers flood to the ankles.
But now that they may soon move, the container dwellers have mixed feelings.
For one thing, they will have to start paying 150 ringgit ($47.36) a month for utilities and local assessments. Right now, the town council looks the other way.
Housewife Koh Siew Cheng, 54, tends a small garden at the back of her container to plant sugar cane, tapioca and some vegetables for her own use or to barter with her neighbours.
"I'm not sure if I'd be happy in a high-rise building," she said with a small glance in the flats' direction.
"Then, I won't have my garden anymore."

我问了什么

我在10月17日傍晚收到州议会秘书处的信。信上通知梹州议会將在11月29日召开会议。信上也列明议员質询题目的电脑系统会在10月18日早上8时开放兩周。
天啊！我那晚还为我岳父的葬礼的事而奔波。我只有12小时来準备口头詢问的题目。
隔天电脑系统一开放，我必须抢先把题目登记在首15题内，那我才有机会在州议会首日11月29日上午9时半至中午12时半的三个小时内，当面在议会，針对州政府行政質詢行政议員。
英国前首相布萊尓在他的回忆录里写说他当首相最心惊胆跳的时刻是每周赴英国下议院首相问答时段。他必须面对尖锐性的问题，也须在坐位上站起来那三秒的时段内思考及做出即时的回答。没有官员及没有幕僚可以帮到你备稿做出即时的回答，辩才一流的布萊尔会有如此感想也因英国反对黨强大及有行政經验。同黨后座议员们也赴全力質询部长，所以布萊尔不能以三言两语草率的推搪问题。
我18日清晨早起，翻了我的议会文件档案及我过去一个月发表的言论，擬了三题问题。早上电脑一开，呈上去被列为第3，4及10题。原来清晨早起不只我一人，我的同僚和他们的助理也同样早起。
我不问拍马屁的题目，我也不问让行政议员感觉良好的题目。我是民联后座议员委员会主席，我告诉我的后座议员同僚们我们得積极參与州议会事项，要从发问，質询开始。这不是中小学生向老师问问题。这是立法议会议员以質问的姿態，对政府的施政进言，鞭策行政單位，以改进政府施政能力为主要目的。
參与質詢的只有27名后座朝野议员。就算官職大的议长及副议长也只有主持会议，而无法向行政议员拋问题。行政议员也只能回答问题，而无法向其他行政议员问问题。所以，这三个小时的質询时段是后座议员表现的黄金时刻。能不能问倒行政议员就得看后座议员的火候。
我的第一题口头询问是梹州擁有合法準证的外勞人数，在那一个领域任職及耒自那一国。我也问州政府有何对策以减低經济过度依靠外勞。这个要求数据的问题，郭庭源州议员在2011年问过了。我要追问因为题目固然是类似，但更重要的是答案是否数据有增长及政府的政策对应。我可以翻新题目什至原版照写以往的题目，但更重要的是政府的答案有没更长进，以改善存在已久的问题。我们是否会像新加坡般經济过度依靠外劳及客工？
我的第二题口头询问是问关于州政府固体废料即俗称垃圾的运输及处理的未来十年的政策。我当然对现今固体废料的处理有一定的認知。但我更有兴趣知道的是政府如何应对垃圾逐渐増长的趨势及对策。我们是否会面对如香港所预见的垃圾围城的问题？
我的第三题是州政府电脑系统是否有计划与国家登记局連線及面对的实行问题及进度表？我參阅了2012年总稽查司的年度报告，点出了福利部派銭给已逝世者，市政局依然租房子给过世的租户多年，点出了各部门电脑系统没有連缐的狀况。我認为有关單位在媒体上的回应是完全不足夠的，事缘2008年总稽查司报告已奌出此问题，但四年后依然同样狀况，所以我要再提这问题。
当行政议员口头回答我的问题后，我会再追问附加问题。什至在议会辩论时再提及或许在议会外召开记者会。这些都是议员们向政府施壓的方法及手段。
除了口头询问，我也问了三十题书面询问。这可是经过数天思考从各角度檢视行政單位的问题。我预期所獲得的答覆,不管答案好与坏，齐全或不足，夠我写三十篇的文告及文章。我認为505后民联取得空前的勝利，但梹州政府不能被勝利沖昏了头，必须接受代表民意的各区议员的进言及異议。
有新科议员误解了问题的範围，以为他们只可问选区内事项。我告诉新科议员，选区内事项在每月县屬级会议问就好，什至直接电郵或致电市政局长官问就好。只有在较低層次找不到答案才來立法议会问。立法议会里就要以全州，什至全国及囯际的视野來檢视问题。这样才不会辜负选民对立法议员们的厚望。

AIR ITAM – Ahli Dewan Undangan Negeri (ADUN) Air Itam, Wong Hon Wai berkata, kawasannya sekali lagi direkodkan sebagai penerima skim pelajar emas terbanyak di negeri ini bagi sesi pertama pemberian tahun 2013, iaitu sebanyak 2,268 orang.
“Bagi rekod, ini merupakan kali kedua Air Itam muncul pelajar sekolah terbanyak bagi kawasan-kawasan seluruh negeri Pulau Pinang ini, mungkin disebabkan ianya mengandungi 15 buah sekolah di kawasan ini, termasuk satu milik persendirian,” ujar Hon Wai di sini baru-baru ini.
Menurut Hon Wai, proses pemberian sumbangan emas kepada pelajar-pelajar berkenaan pada kali ini mendapat sambutan hangat, berdasarkan maklum balas Pegawai Bank berwajib.
“Saya turut difahamkan oleh Pegawai Bank bertugas, program ini mendapat sambutan hangat di mana sejak (bank) dibuka kepada ibu bapa pada 10.00 pagi untuk mengambil skim ini, lebih dari 100 orang sudah datang ke sini,” tambah beliau lagi.
Justeru, Hon Wai menasihatkan semua waris pelajar yang masih belum mengambil sumbangan tersebut supaya segera membuat tuntutan masing-masing dalam masa 11 hari yang ditetapkan, iaitu dari 21 Oktober sehingga 1 November depan.
Sementara itu, Zarinah Noordin, 40, ibu kepada Ahmad Ali Nasser, 7, melahirkan rasa syukur atas sumbangan emas yang diterima.
“Saya amat berterima kasih kerana dapat sumbangan yang sebegini, namun, saya akan menyimpan terlebih dahulu duit ini dan akan menggunakanya untuk sesi persekolahan yang akan datang kelak,” ujar beliau..
Nada yang sama turut diluahkan oleh Aziman Singah, 35, iaitu waris kepada Johannes Michelin, 7.
“Dia merupakan anak sulong saya dan bantuan ini sudah tentulah akan digunakan untuk membiayai persekolahan Johannes seperti pakaian dan keperluan-keperluan lain yang difikirkan perlu atau sekurang-kurangnya menambah bajet yang kurang untuk sesi persekolahan tahun depan,” jelas mekanik kepada tiga cahaya mata itu.
Bagi Azmi Jaafar, 43, beliau merakamkan penghargaan atas pemberian kedua kepada anaknya, selepas seorang lagi anaknya yang berada di tingkatan empat turut menerima skim serupa pada tahun lepas.
“Saya mungkin akan menyimpan sedikit wang ini ke dalam akaun anak saya Mohd Nor Farhan, 10 tahun bagi kegunaannya di masa depan, manakala, bakinya saya akan gunakan bagi membeli pakaian sekolah dia apabila semester baru yang akan bermula tahun hadapan,” ujar ayah kepada pelajar yang belajar di Sekolah Kebangsaan Seri Aman, Paya Terubong itu baru-baru ini.
Terdahulu, Kerajaan Negeri memperkenalkan skim Pelajar Emas dengan memberi RM100 tiap-tiap tahun kepada pelajar Darjah Satu dan Empat, serta Tingkatan Satu dan Empat kepada waris yang memohon sumbangan tersebut sahaja.
Permohonan boleh dibuat di Pusat Khidmat ADUN, Pusat Khidmat Penyelaras KADUN, Pejabat Daerah atau di Komtar (Tingkat 45).

AIR ITAM – Ahli Dewan Undangan Negeri (ADUN) Air Itam, Wong Hon Wai berkata, kawasannya sekali lagi direkodkan sebagai penerima skim pelajar emas terbanyak di negeri ini bagi sesi pertama pemberian tahun 2013, iaitu sebanyak 2,268 orang.
“Bagi rekod, ini merupakan kali kedua Air Itam muncul pelajar sekolah terbanyak bagi kawasan-kawasan seluruh negeri Pulau Pinang ini, mungkin disebabkan ianya mengandungi 15 buah sekolah di kawasan ini, termasuk satu milik persendirian,” ujar Hon Wai di sini baru-baru ini.
Menurut Hon Wai, proses pemberian sumbangan emas kepada pelajar-pelajar berkenaan pada kali ini mendapat sambutan hangat, berdasarkan maklum balas Pegawai Bank berwajib.
“Saya turut difahamkan oleh Pegawai Bank bertugas, program ini mendapat sambutan hangat di mana sejak (bank) dibuka kepada ibu bapa pada 10.00 pagi untuk mengambil skim ini, lebih dari 100 orang sudah datang ke sini,” tambah beliau lagi.
Justeru, Hon Wai menasihatkan semua waris pelajar yang masih belum mengambil sumbangan tersebut supaya segera membuat tuntutan masing-masing dalam masa 11 hari yang ditetapkan, iaitu dari 21 Oktober sehingga 1 November depan.
Sementara itu, Zarinah Noordin, 40, ibu kepada Ahmad Ali Nasser, 7, melahirkan rasa syukur atas sumbangan emas yang diterima.
“Saya amat berterima kasih kerana dapat sumbangan yang sebegini, namun, saya akan menyimpan terlebih dahulu duit ini dan akan menggunakanya untuk sesi persekolahan yang akan datang kelak,” ujar beliau..
Nada yang sama turut diluahkan oleh Aziman Singah, 35, iaitu waris kepada Johannes Michelin, 7.
“Dia merupakan anak sulong saya dan bantuan ini sudah tentulah akan digunakan untuk membiayai persekolahan Johannes seperti pakaian dan keperluan-keperluan lain yang difikirkan perlu atau sekurang-kurangnya menambah bajet yang kurang untuk sesi persekolahan tahun depan,” jelas mekanik kepada tiga cahaya mata itu.
Bagi Azmi Jaafar, 43, beliau merakamkan penghargaan atas pemberian kedua kepada anaknya, selepas seorang lagi anaknya yang berada di tingkatan empat turut menerima skim serupa pada tahun lepas.
“Saya mungkin akan menyimpan sedikit wang ini ke dalam akaun anak saya Mohd Nor Farhan, 10 tahun bagi kegunaannya di masa depan, manakala, bakinya saya akan gunakan bagi membeli pakaian sekolah dia apabila semester baru yang akan bermula tahun hadapan,” ujar ayah kepada pelajar yang belajar di Sekolah Kebangsaan Seri Aman, Paya Terubong itu baru-baru ini.
Terdahulu, Kerajaan Negeri memperkenalkan skim Pelajar Emas dengan memberi RM100 tiap-tiap tahun kepada pelajar Darjah Satu dan Empat, serta Tingkatan Satu dan Empat kepada waris yang memohon sumbangan tersebut sahaja.
Permohonan boleh dibuat di Pusat Khidmat ADUN, Pusat Khidmat Penyelaras KADUN, Pejabat Daerah atau di Komtar (Tingkat 45).
